The meeting was called to order at 4:30 PM by Chairwoman Davidson.

Chairwoman Davidson opened the meeting at 4:35pm.

4:30 PM: Documents for Approval/Review/Signature

At 4:30 pm the Selectboard signed Payroll. The Board reviewed a Meeting House Rental Agreement. The Board signed the appointment paperwork for Katherine Heck and Carell Mayer to the 225th Anniversary Committee. The Selectboard reviewed the 2015 Ambulance Contract and 2015 quote from Peterborough. The Board reviewed a preliminary ambulance contract from the Town of Wilton. The Selectboard approved A/P invoices and signed the A/P checks. The Board signed a pole license for PSNH & Fairpoint.

5:00 PM: Work Session

At 5:00 pm the Selectboard opened a work session. The Peterborough Ambulance quote was reviewed. The quote for 2015 was for 60% of the cost of a per run rate of $619.00. The new contract puts a “run rate” in effect and does away with the previous formula, in which the towns made up the shortfall through a contribution based on call volume and census. A call inventory was provided in the paperwork.  In 2013-‘14 the Town of Greenfield had 129 calls.

The cost for 2015 was quoted at $47,960.91. At the meeting held on October 1st there were several questions from participants to Peterborough as to why the Ambulance service is not counting revenue toward the cost of the run rate. The 2015 contract computes the cost of the call and then discounts to 60% in 2015, to 80% in 2016, and will run out at 100% of the cost in 2017 and beyond. At the full 100% the cost of the ambulance service in 2012  (129 calls) is projected at $79,851. There were several other questions about the service that Peterborough had a difficult time answering. The meeting in Peterborough had broken up at 8:30pm.

The Chair noted that the Town of Peterborough is holding a second meeting for town officials to discuss the 2015 Emergency Ambulance contract and that the Selectboard members would be adjourning the Selectboard meeting in order to sit in on the presentation of the Ambulance budget. It was noted by the Administrator that Peterborough’s Assistant Town Administrator had called after the meeting, and explained that they were going to make changes to the model and would present the changes at the meeting tonight.

In other business, Selectwoman Charig Bliss noted that the rental property that CMRC uses (the old Town Office building) has issues with the driveway apron that abuts the road. There is also a safety railing that needs looking at by DPW.

The Chair noted that there are lights on the Town Common that have plate-glass missing or broken and asked that DPW check on these as well.


Adjournment

On a motion by the Chair, and a second by Selectwoman Day, the Board voted to adjourn. The motion carried 3-0. The meeting adjourned at 5:30 PM.
The minutes are final when approved and signed by the Selectboard. A signed copy is on file in the Selectboard’s office.
